GGA Consulting Services

  • Provide assistance to State, County, and City with regard to disaster recovery efforts and compliance with applicable local, State, and Federal laws, regulations, executive orders, and FEMA requirements.

  • Provide guidance in recovering reimbursement for the repair/replacement of the loss of critical Infrastructure.

  • Attend all meetings with FEMA, state and insurance representatives, as well as, participate regularly  with the City's designated FEMA workgroup. The awarded Firm will attend in-person meetings as required. 

  • Assist with the management of FEMA-administered and/or other Federal grants.

  • Assist in establishing pragmatic document control, establishing a file retention system and data management processes to ensure disaster records are complete and ready for audit

  • Generate project extension requests and amendments when necessary, and any other reports or documents to ensure grant reimbursement eligibility is not de-obligated.

  • Develop and execute a process/system for the City, from inception through the project closeout, to prepare and submit its disaster recovery program; this is to include documentation, procurement, contracts, payroll, and grant submission support.

Scope of Work Development & Project Formulation:

  • Ensure All eligible costs/damages have been identified and reported to the state and FEMA and support the client during scope meetings.

  • Identify and circumstances that may require special reviews and support the client with these efforts )Insurance, environmental, hazard mitigation, ect.

  • Support overall PW formulation efforts to include the development of damage descriptions, scopes of work, valid cost estimates, and identify any possible alternate or improved projects.

  • Fema Grant portal assistance and responding to requests for information from FEMA

  • Provide general insurance support/guidance to ensure appropriate anticipated insurance deductions by FEMA and fully integrate your insurance claim with your FEMA recovery.

  • Provide quality assurance and quality control support and general eligibility.

Financial Payroll and Grant Management:

  • Ensure your disaster recovery and restoration processes comply with laws, regulations and guidelines to maximize reimbursement for eligible disaster expenditures and to minimize timing for reimbursement.

  • Assist in all disaster-recovery financial reimbursement and reporting processes required by FEMA, State or other agency. Ensure there are no duplications of submission if varying agencies are involved.

  • Assist you through FEMA, State (or other agency) guidelines to capture force account labor eligible expenses accurately for timesheets and project cost accounting. 

  • Assist in personnel policies to ensure compliance for eligible cost reimbursement. Possess the expertise to assist the City through federal, state (or other agency) guidelines to ensure the capture of relevant data related to procured goods and services.

  • Provide oversight of contractor's billing to ensure all costs eligible for disaster grant funding are documented and claimed. Perform interval review and reconciliation of actual project spending to ensure project costs are accurately captured.

Procurement and Contract Management/Monitoring Support 

  • Ensure your disaster recovery and restoration procurement processes comply with laws, regulations and guidelines as required by federal, state or other agencies. 

  • Assist in the review of City Purchasing policies to ensure compliance for eligible cost reimbursement. 

  • Develop processes for ensuring compliance related to contract monitoring and contract close-out as required by federal, state, or other agencies. 

  • Ensure your documentation is sufficient to respond to audits and reviews.

Appeals, Arbitration, Audit Resolution

  • Try to avoid appeals, arbitration, and audit findings through collaboration and sound grant management strategies.

  • Formulate effective appeals and ensure they contain documented justification supporting the client’s position, specify the amount in dispute, and cite relevant statutes, regulations, and policies.

  • Ensure all appeals, arbitration, and audit findings responses are filed within specified timelines.

  • Develop appeals to establish and administrative record that will help with any possible second appeals

  • Review and respond to audit findings with the goal of retaining all eligible funding.
